Veidekke forecasts 9% growth in Sweden's construction market in 2026 and 4% in 2027, driven by public buildings, transport infrastructure, energy, and water investments.
Detailed description
Sweden's construction and civil engineering market is expected to recover during 2026 and 2027. According to Veidekke's latest market analysis, Swedish construction output is forecast to increase by 9% in 2026 and a further 4% in 2027.
Across Scandinavia, construction output is expected to grow by 7% in 2026 and 3% in 2027, following a 6% decline in 2025. The overall market is projected to stabilize in 2028.
Public buildings represent one of the strongest segments. Order intake in Sweden and Norway has increased significantly, particularly for hospitals, cultural facilities, and sports buildings.
Civil engineering activity is expected to remain high throughout the forecast period. Investments in transport infrastructure, energy facilities, and water and wastewater systems are major growth drivers, with especially strong development in Sweden.
Residential construction is also showing signs of recovery after several challenging years, although conditions vary across Scandinavian countries. The private non-residential building market remains mixed, with weaker development in Sweden, particularly in industrial and warehouse construction.
Veidekke has revised its Scandinavian growth forecast upward from 6% to 7% for 2026 and from 1% to 3% for 2027.
The analysis indicates a broader recovery across the construction industry, supported by public-sector investment and continued infrastructure development.
